Agricultural Extension/Farm Advisor

The Farm Advisor is appointed by Cooperative Extension of the University of California and has a primary role of education, advising and experimentation. The office coordinates the activities of 4-H Clubs, prepares and conducts studies of a technical nature on farm problems and for general use by home gardeners and homemakers. Staff includes a home advisor, a livestock farm advisor, and an area forestry specialist, as well as a plant science farm advisor in eastern Shasta County. The office is overseen by a director who is based in Glenn County and whose services are shared with Glenn, Tehama, and Trinity Counties.

ASSESSOR-RECORDER'S OFFICE

The combined position of Assessor-Recorder is an elected one. The Assessor is charged with discovering, identifying, appraising and enrolling annually all locally taxable property, except public utilities and privately owned railroad cars (which the State assesses). The Assessor's staff appraises for all taxing agencies in the County. The Recorder records and safeguards film and microfiche indices and maintains real property records. Some documents involve personal property. Documents are public record upon recording. The Recorder assists the public in searching indices. Birth, death and marriage records are maintained, but are not public records.

AUDITOR / CONTROLLER

The Auditor-Controller serves as the chief accounting officer for the County, and also serves as ex-officio Auditor and/or Controller for various schools, special district and county joint powers agencies. The Auditor draws warrants from and makes deposits to the county treasury, prepares the county and some district payrolls; and provides accounting supervision over all county departments and districts maintaining funds in the county treasury.

COMMUNITY ACTION AGENCY & HOUSING AUTHORITY

The Department of Housing and Community Action Programs includes the Housing Authority which provides rental assistance to low income households by paying a portion of the rent. It also operates various types of housing rehabilitation programs. The Community Action Agency, organized in 1973, continues the "War on Poverty" effort. Grant funds are currently assisting community-based organizations in providing emergency food and shelter, refuge and support services for victims of domestic violence, and distribution of surplus food.

The County Clerk processes marriage licenses, passport applications, and fictitious business name filings for the County. The County Counsel provides most of the civil legal services required by the County. Probate and Family Court Services are state mandated programs. Probate Court Services include investigation of every probate conservatorship petition and investigation of 95 percent of the probate guardianship petitions filed in Shasta County. Further, every existing conservatorship is reviewed regularly by code. Family Court Services requires parents to work with mediators when they are in dispute over custody and/or visitation relative to their minor children.

Shasta County Fire Department

The Shasta County Fire Department, under contract with the California Department of Forestry and Fire Protection, provides fire protection/prevention and emergency medical services to residents and visitors in a large portion of the County outside the incorporated cities and fire districts. Eighteen volunteer fire stations are supported by at least one fully-funded fire engine and ten California Department of Forestry and Fire Protection stations throughout the County.

MARSHAL

The Marshal provides court security and prisoner transportation to all Shasta County courts, provides an enforcement arm to all courts by the service or execution of any court process or order, including warrants of arrest; and provides general law enforcement as needed. Marshals may also initiate investigations, effect arrest, seek criminal complaints and provide public protection as peace officers. The Marshal is a permanent position appointed by the Municipal Court.

MENTAL HEALTH

Mental Health Services provides a variety of services dealing with the emotional well being of Shasta County residents. Those services include 24 hour crisis intervention, Adult/Child Day Treatment, Adult/Child Outpatient, Comniunity Treatment, Acute Care, Substance Abuse and the Stillwater Leaming Program. The staff consists of quality psychiatric, psychological, counseling and support staff. Fees are based on a sliding scale. During 1989, administration and outpatient services moved into the old Shasta General Hospital building on Breslauer Way (formerly Hospital Lane). The facility also became the first of its kind to receive Federal certification.

PROBATION OFFICE

Probation provides community safety through its investigations and recommendations to all courts on matters of crime and delinquency as well as providing sentencing alternatives which carry appropriate sanctions that hold offenders accountable without undue risk to the community. The department also provides for the execution of orders of courts in Shasta County. The department deals with adult as well as juvenile offenders and provides supervision of the Victim/Witness Program and Juvenile Institutional Services. PUBLIC WORKS - ROADS

Public Works is responsible for the construction and maintenance of the county's facilities, including its buildings, roads, and airports, and for supervising several permanent road divisions that maintain private roads on behalf of the citizens in those districts. The department employs architects and engineers who prepare construction plans as well as supervise construction of these facilities. The department also acts as the county's surveyor and processes subdivision and survey maps. It administers the county's solid waste management functions and acts as administrative staff for the County Regional Transportation Planning Agency.

SHERIFF/CORONER

Sheriff/Coroner is responsible for operating the county jail, providing police protection to the unincorporated area of the County, and boating safety patrols on Lake Shasta and the Sacramento River. The Sheriff is also in charge of animal regulation for the unincorporated area of the County. As Coroner, the Sheriff is responsible for investigating certain fatalities and notifying the Public Administrator to handle the estates of individuals who die without a valid will or who do not have a relative in the State of California. The criteria for such investigations include "any sudden, violent, unusual, unexpected, and accidental death where the decedent was not under the care of a physician, or seen by a doctor within 20 days prior to death."

SHASCOM, Inter-Agency Dispatch Services

The Shasta Area Safety Communications Agency (SHASCOM) is a joint powers agency providing a unified system of 9-1-1 call-taking and public safety dispatching. Shasta County, the cities of Redding and Anderson and the County Fire Department each have representatives on the agency's management council as well as the agency Board of Directors. The Dispatch Center is located on property donated by the City of Redding near Benton Air Park.

SOCIAL SERVICES AND BENEFITS ADMINISTRATION

Department of Social Services provides several services at several locations in the County. Social Services provides social work intervention with children and adults in need of protective services due to abuse or neglect. The agency also provides family therapy, foster care placement, adoption services, foster care licensing and day care licensing. Inhome Support Services for the aged and disabled assists with housekeeping, meal preparation. Etc. Financiai, Aid/medi-cai, Services makes a determination of eligibility for Aid to Families with Dependent Children (AFDC) and the Food Stamp program. General Assistance is also available for indigent adults. The Public Guardian administers Court ordered Conservatorships. Greater Avenues to Independence (G.A.I.N.) offers employment and training for adults receiving A.F.D.C. The Opportunity Center offers employment and habilitation services for the disabled with an emphasis on placement in competitive employment. The facility operates the county print shop, mail distribution center, micrographics, light manufacturing and assembly. Services provided include mobility training, speech therapy, basic education and vocational evaluation.
